After the Balayong Festival, the people of Puerto Princesa then celebrate Pangalipay sa Baybay in the first week of April.  The program is formally opened by Mayor Edward S. Hagedorn with an amazing fireworks display.  The first Pangalipay was celebrated in April 2005, through the efforts of “Action Man” Vice Mayor Bayron.

This is a huge summer extravaganza which is celebrated along the baywalk area. The Baywalk (a local version of the Roxas Boulevard in Manila) is an added classic tourist attraction in this city which runs from the border of the city’s bay.  From being a squatter's area, the bay has evolved into a popular place to visit.  Lovers and friends can wander around the place until the evening.  With the fresh air coming from the sea, people love to go jogging in the early morning.

The 5-day festival kicks off with various activities.  A huge parade then follows.  One of the highlights of this festival is the fireworks display.  Similar to other Puerto Princesa festivals, the five days of fun and excitement are filled with various activities such as: the traditional cock fighting; amateur boxing tournament; competitions such as cheerdance, sing-along, Bulilit Pop Star, chorale singing, body building, "Danzlam", fashion show, swim wear competition, dance sport, Battle of the Bands and 60 Seconds to Fame.
